This is the Honenuki Tatsujin III, a spring-loaded pair of pliers for pulling fish bones out of fillets.
It is the newer generation of the Asahi bone pliers, with an enlarged handle and a sturdier spring, and the working idea is unchanged: the pointed tip grips a small bone precisely and will not drive a broken bone deeper into the flesh the way tweezers can, force comes from the palm rather than the fingertips, which matters over a long session, and the spring reopens the handles so you are not prying them apart all night.
The listing gives no care line, so hand wash is safest, and a thorough dry keeps the spring happy.
