This is the Maruto wide-nose fish bone pliers, a Japanese design collaboration between Tsumoto and Sakai Takayuki.
After a long period of trial and error, Maruto landed on a bone remover that pinches the bone out rather than picking it: the tip is wide and thin, so force transmits firmly to fine bones, and the handle-type body was chosen for hygiene and for applying force from the hand rather than the fingertips.
The listing gives no care line, so hand wash is safest, and a dry spring keeps it working.
