This is a Nigara petty knife from the Aogami Super Tsuchime line, a small work knife with a hammered finish and a black chacate handle.
The core is Aogami Super carbon steel, the grade prized for sharpness and edge retention, wrapped in stainless cladding that shields the sides and makes the knife easier to live with than bare carbon. The tsuchime hammered pattern across the blade is functional as well as handsome: it helps food release during slicing. At this size it is the knife for shallots, citrus, garnishes and a hundred small cuts.
The source's own routine for a carbon or clad blade like this: wash with neutral detergent and wipe dry after use, never a dishwasher, keep it away from long heat, and oil it before storing it up. No bone hacking, and a waterstone rather than a gadget when the edge slows.
