This is the Nousaku tulip incense stand, a cast tin flower whose petals you can bend to shape, sold with three tulip-scented incense sticks.
Nousaku is a casting maker in Takaoka, Toyama Prefecture, working in the Takaoka copperware tradition the listing traces back over four hundred years. The stand is one hundred percent tin, and the listing notes the petals are bendable.
The set holds one incense stand and three sticks scented with tulip, in a Nousaku paper gift box. Light the tip of the stick, blow the flame out so the ember smoulders, and set it in the stand on a stable, heat-resistant surface away from drafts, never left burning unattended.
