This is a magnetic leather strop in the medium cut, made from second layer cowhide. The listing describes it as the right side for low to medium grit deburring and for loading polishing compounds.
The strop exists for deburring, the step where the wire edge raised during sharpening is removed before moving to the next stage. It is made from Argentine vegetable tanned leather on a wooden base with a magnet in it, so the strop can be stuck to the fridge or under a bench when not in use.
Keep the leather clean and dry, and store it flat or stuck up out of the way.
