This is a Kutani-ware round plate by the Seikou kiln, painted with the plum and chrysanthemum design named in its title, sized for side dishes and small shares.
Kutani ware comes from Kutani, now part of Kaga in Ishikawa Prefecture, and built its name on strong overglaze enamels: reds, greens, yellows, blues and purples laid over porcelain. This plate is hand-painted, so the listing warns each piece differs subtly, and it arrives in a signature Kutani ware paper gift box.
Hand washing is recommended to keep the painted surface bright; the listing says the microwave is fine.
