This is a Tojiro fish scaler, the hand tool for taking scales off a whole fish before it goes to the board.
Four rows of small stainless teeth grip the scale and lift it away without tearing the skin or flesh underneath, so the fish comes out clean. The handle is shaped for a comfortable grip, which you notice once you are scaling anything beyond a small fish.
Tojiro makes it from rust-resistant stainless steel, and it arrives in a Tojiro paper box. The source calls it dishwasher safe, so a rinse or a cycle both suit it.
